Carlos Resendes, M.I.M.A.

Professional Bio
Carlos has over fourty years of property valuation, tax administration and senior management experience. Carlos provides consulting services for IPTI, was VP Business and Innovation Services for the Property Valuation Services Corporation in Nova Scotia. He held several senior positions with MPAC including Assessment Commissioner for the City of North York. He also served as Manager for the Revenue Department at the City of London Ontario.
Paul Sanderson, JP LLB (Hons) FRICS FIRRV

Paul is the President of the International Property Tax Institute. Before becoming president of IPTI, Paul was the Director at the UK Valuation Office Agency (VOA) responsible for providing professional advice and technical guidance across a wide range of valuation and property issues. The VOA deals with the assessment of 30 million properties in England and Wales for both council tax payable in respect of residential properties and business rates payable in respect of commercial and other non-domestic properties. These two local property taxes raise revenue in excess of £70 billion annually to support the provision of local services. Paul has over 40 years’ experience in the valuation of property for a variety of purposes.
Dr Peadar Davis
Senior Lecturer and Researcher, Ulster University, Northern Ireland
Professional Bio
Peadar is a Chartered Surveyor and Senior Lecturer in Property Appraisal and Management. He was previously employed in private practice as a property valuer and asset manager. He gained his first Degree and Doctorate at Ulster University, with Masters Degrees from Aberdeen University and Exeter University in between.
He specialises in providing research, consultancy and training solutions for property taxation in developing/transitional jurisdictions. Recent property related work includes: advising the World Bank, FAO UN and the Ugandan Government on Government property valuation process modernisation and the introduction of CAMA; advising the Ethiopian Government on appropriate valuation training reform; advising the Dubai Land Authority on the creation of property market indices and advising Housing Associations on matters of investment and development strategy.
Previous research has been instrumental in informing the review of Northern Ireland, Ugandan and Egyptian property tax policy and training of consultants in Kosovo. Peadar is heavily involved in EU research concerning urban security, resilience, disaster recovery and critical infrastructure protection. Peadar is the Editor (Property) for the Journal of Financial Management of Property and Construction (www.emeraldinsight.com/journal/jfmpc).
Mordechai Katzman

MORDECAI KATZMAN is President and Founder of Rethink Solutions Inc. (now a Tax.com / Ryan company) in Toronto, Ontario Canada. Mr. Katzman has nearly 25 years of professional experience in the design and delivery of specialized data management and information systems. His expertise includes business process design and engineering as it pertains to real estate asset management. He also speaks internationally at symposiums and conferences regarding the evolution of property tax management and managing high-volume data in a data centric industry. Currently, through Rethink Solutions and its software itamlink, he deals extensively with global property tax and occupancy cost management solutions for multi-property portfolios in both the corporate and public sectors.
Michael Lomax

Professional Bio
Michael Lomax is the Managing Director of the Assessment Division at Esri Canada. With a deep passion for property assessment and valuation, he has dedicated his career to streamlining mass property assessments. Michael served as a Deputy Assessor at BC Assessment for over 20 years before transitioning to his current role. For the past 15 years, he has also educated future professionals by teaching BUSI443 (Foundations of Real Property Assessment and Mass Appraisal) at the Sauder School of Business, University of British Columbia. Michael has been actively involved with the International Association of Assessing Officers (IAAO) for over two decades, serving on various committees including the education committee and the international committee. He is an author of the IAAO Body of Knowledge. He has studied real estate at the Real Estate Institute of British Columbia and urban land economics at the University of British Columbia. Additionally, he is an accredited real estate appraiser with the RI designation and holds an Executive Master of Business Administration (EMBA) from Simon Fraser University.
Ashley Wu

Ashley has a strong background in the field of data science and modelling, supported by extensive education and training. Ashley has been instrumental in implementing artificial intelligence and machine learning within PVSC’s operations, making PVSC a pioneer within the property assessment industry in the use of advanced statistical analysis for property valuation. Experience: Over her tenure at PVSC, Ashley has held roles such as Project Manager, Manager of Information Management, Secretariat of Critical Analysis, and is currently Chief Data Scientist. She has co-authored white papers, been published in industry journals, and presented at international conferences, contributing significantly to the advancement of modelling practices. Ashley’s has expanded the use of predictive modelling and business intelligence to provide deeper insights into market indicators and work inventories for greater operational understanding and more effective planning.
Charles Johnstone, M.I.M.A., FRICS, AACI

Charles Johnstone has 38 years of experience in property assessment and valuation. Charles is a Past President of the Real Estate Institute of BC, a member of the Appraisal Institute of Canada’s Professional Practice Committee, a Membership Assessor with the Royal Institution of Chartered Surveyors and Chair of the Institute of Municipal Assessors Education Committee. He has written course material for UBC’s Real Estate Division and the Institute of Municipal Assessors and is a regular presenter on property valuation and assessment. Charles is Principal, Property Tax Complex at Ryan ULC and is responsible for the quality of evidence provided by their expert witness team across Canada. Previously he was the Managing Director of Expert Witness Services at AEC Property Tax. Prior to joining AEC, Charles worked for BC Assessment for 18 years in various locations throughout the province of British Columbia.

Shelley is responsible for the mass appraisal analysis of a wide variety of property types and has played a leading role in the research and implementation of valuation models for commercial and income producing properties. More recently, her research has focused on emerging data trends and technologies to improve the accuracy and consistency of property assessment values.
Greg Martino, M.I.M.A., PLE

Greg Martino is Vice-President and Chief Valuation & Standards Officer at MPAC providing strategic oversight and direction to the development and implementation of valuation standards, policies and directives supporting the valuation of over 5.6 million properties in Ontario, Canada. Greg leads a team of valuation experts responsible for valuing all property types including special purpose and complex properties, the large office, retail, hospitality and entertainment properties. He also oversees MPAC’s mass appraisal modelling and data science practice. Greg is a member of the Canadian Directors of Assessment, International Associations of Assessing Officers and the International Property Tax Institute. With more than 30 years’ experience in the industry, Greg holds a M.I.M.A. Designation from the Institute of Municipal Assessors (IMA) and served as the IMA President for the 2022-23 term.

Brian has over 30 years’ experience leading teams tasked with the valuation of real property utilizing mass appraisal for all property types, developing state of the art Computer Assisted Mass Appraisal (CAMA) systems and integrating machine learning and data science techniques to enhance and improve mass appraisal processes and valuation outcomes. He has authored or co-authored several articles, workshops and presentations focusing on innovations in mass appraisal, and other research initiatives.

Bob is a Mass Appraisal Consultant and longtime partner in the partnership, Almy, Gloudemans, Jacobs & Denne. Previously he worked for IAAO and the AZ Dept of Revenue. He provides valuation consulting services, has assisted over 100 clients in the U.S., Canada, and worldwide, and has contributed extensively to mass appraisals courses, textbooks, and standards. In 2018 he received the IAAO Most Valuable Member award and in 2019 was named an IAAO Fellow for his lifetime of contributions to the mass appraisal industry.
